Unfortunately, as of January 2022, all Universe Legacy effects have been entirely discontinued and are no longer available for download or licensing.
All of the Legacy effects used a framework that was discontinued in 2018 and has since been reworked into what's used in the newer effects. Even if one were re-download and re-license the effects, they would not work on anything beyond Adobe CC 2018.
